The first reform of china is distribution system and it's correct by the historical proof, however, the economic efficiency of state-owned enterprises are still not high. It's apt to improve the management mechanism of state-owned enterprises from the perspective of income distribution.We compared the size of the transaction costs of different contracts when the systems are coordination or not. When the system is coordination, it is difficult to compare the transaction costs and risk of the two contract, but The more complex the work, the higher the transaction costs; The transaction costs of sharing system is lower than paid system when property rights is Non-private. The risk sharing-system is the same as the paid-system. When the system is not coordination, the transaction costs and risk of sharing-system is higher than the paid-system due to rent-seeking, general lack of the right, egalitarian ideology, path dependence and other factors. Then we analyse the choice of contract from risk aversion. In general, when the system is coordination, sharing system of the revenue risk should be slightly larger, less risk of unemployment, and the two kinds of distribution pattern of total risk is roughly equal. However, Uncoordinated system and the social problems of employment, made state-owned enterprises the risk and trancation costs of sharing system greater. Therefore, transaction costs and risk factors determine the choice of enterprise income distribution pattern-paid system, however, because of the inherent incentive of share the system (which can enhance the human capital concerns of the owner of the assets degrees), high economic efficiency, China's income distribution pattern is towards sharing system on the marginal improvement.In short, from the perspective of income distribution,we analyse the poor economic performance reasons of state-owned enterprises, and put forward the corresponding policy recommendations with a view to enhance the economic benefits of state-owned enterprises as well as the income of urban residents.
