Research On The Reform Of China's Income Distribution System Under The Concept Of Sharing Development

The great victories of the 19 th National People's Congress mean that China has entered a new era of socialism with Chinese characteristics.Nowadays,the concept of sharing development is prevailing in the society.A new image of the reform and development has formed in China.The mode of economic development is increasingly improving.People are more open-minded and civilization is getting higher and higher.Living standards are constantly improved and the ecological environment is gradually improving.All thanks to the policies of the Party Central Committee's focus on the people,truly achieve the purpose of serving the people wholeheartedly.The income distribution system,as a fundamental and institutional arrangement in China's social and economic development,is an important foundation of the socialist market economic system.The core content of this paper is to study and analyze the reform of China's income distribution system with the perspective of sharing development.The first chapter is the introduction.It discusses the writing background and overall conception of the thesis from the background of topic selection and the research significance,research reviews at home and abroad,research ideas and methods,innovation points and deficiencies.The second chapter is the theory outline of the concept of sharing development and the reform of the income distribution system.Firstly,it explains the connotation of sharing development from four aspects.Secondly,it discusses four theoretical basis for the reform of income distribution system,including the theory of distribution according to work and distribution according to contribution of factors,the theory of the essence of socialism,social security theory and the theory of fairness and justice.Finally,it clarifies the relationship between the sharing development and the reform of income distribution system.The third chapter is the historical review and present evaluation of the reform of China's income distribution system.First of all,it reviews of China's income distribution system from four stages since the reform and opening up.Meanwhile,summarizes the historical experiences.Secondly,it specifically expounds the existing problems of the reform of China's income distribution system from four aspects.Including the growing income disparities between in industries,regions,urban and rural areas,stratums.Finally,in view of the above problems to analyze the intrinsic reasons,mainly including the initial distribution and redistribution mechanism is not perfect,the uncoordinated relationship between fairness and efficiency,the gray income and official corruption is difficult to eradicate,the social security system is not perfect.The fourth chapter is a reflection on the policy of the reform of China's income distribution system from three aspects.First,the effect of common prosperity is gradually weakened.Second,the polarization of the beneficiaries of the policy about the distribution according to contribution of factors.Third,the negative effect of the reform of the distribution system of the state-owned enterprises is increasingly highlighted.The fifth chapter is based on the above problems and reasons,as well as policy reflection,and puts forward countermeasures and suggestions for deepening the reform of China's income distribution system from five aspects.One is the focus of the reform of primary distribution of income.Two is to play multiple roles in regulating government income redistribution.Three is focused on supporting the construction of modern agriculture,increase farmers' income.Four is to strengthen law enforcement efforts to break the monopoly,to eliminate unfair competition.Five is to actively establish the system of the third distribution,to promote the development of philanthropy.The key task during "the 13 th Five-Year" period is to achieve the goal of build a moderately prosperous society in all aspects in 2020.The reform of income distribution system,as an indispensable part,needs to use the concept of sharing development to correctly guide the direction of specific work.In essence,the ultimate goal of the sharing development concept and the reform of the income distribution system is to achieve social equity,narrow the gap between the rich and the poor and achieve common prosperity.Therefore,based on the unique perspective of the concept of sharing development,this paper comprehensively expounds the historical stages and development status of the reform of China's income distribution system,and puts forward some corresponding countermeasures and suggestions for the existing problems and causes.
