Over fifteen years of development, Hebei Local Tax System has made remarkable achievements in the information. In building the network to achieve provincial, city, county, branch four wide areas'networking , the data of tax collection and administration achieved the centralization in bureau. Implementation of data centralization solved the problem of "information isolate island", so it is possible to make bureau analysis and use data from a global point of view. With the constant improvement of the collection and management system functions, the data doubled each year. To carry out data analysis, it took full advantage of existing data resources and find valuable information for tax collection and management service.With the constant improvement of tax collection, tax assessment becomes our essential work. Tax assessment is an integrated mission which includes tax administration and tax services .On the one hand, it can improve the quality of tax collection and administration; on the other hand, it can enhance the level of tax service . However, there are still some problems in Chengde tax assessment work . For example, some assessment methods are not advanced, the efficiency of assessment is low; the process in selecting evaluation objects need too much manual labour , lacking scientific method and fairness .This paper studies the contents of data analysis theory, guide line system, methods and processes . It also helps to find the problems in Chengde tax assessment work, the data analysis theory is applied to determine the object in the process of tax assessment , it builds the specific model with guide line system , it can quickly find false data in a large number of tax-related information, and then point out the assessment object accurately and efficiently . It can also improve the efficiency of tax administration and reduce the workload of the staff. Referring to Chengde tax assessment cases ,the part that data analysis plays in determining tax assessment target has been proved by putting into practice. Experiment results show that data analysis techniques are useful to get rid of the inefficient ,unscientific and unfair conditions in Chengde City tax assessment system.
