Strong impact in the international financial crisis, the international crude oil pricessignificant downturn after shot up, in the petrochemical product market also come down. Hardpetrochemical product sales, inventory remains high, and prices drop sharply, corporateearnings faced challenges. Shengli oil field after nearly fifty years of development, haveentered the main oil region has been mined in the latter, if no new capacity position tosucceed, to ensure stable production of crude oil, re-development of existing hard use reserves,particularly important. According to the background information, this paper take ShengliPetroleum Development Center (the following referred to as oil development center)forexample, from the basic theory of cost management, cost management measures advancedstarting, more efficient domestic and international oil and gas exploration business practicesand recent experiences for oil development center Cost Management, from the scientific,advanced and practical point of view, the cost of proposed oil development centermanagement, and implementation were discussed. Comprehensive development and operationmanagement practices over the years, I think we should gradually improve thedevelopment of Difficulty Block management situation, only to change the past, extensivebusiness operation and management mode to fine cost management ideas to improve thequality of operation and management cost, standard cost of operating procedures to establish acomprehensive, full, full process management-oriented cost management model, in order togradually reduce the conflict of inputs and outputs to achieve maximum business efficiency.This article is divided into five parts.
