With the development of China's enterprise management system KPI system has been introduced and widely used in the performance evaluation of enterprises. But because the time of KPI as the state-owned enterprise applications for performance evaluation is not long, many state-owned enterprises KPI performance evaluation index system is not fully played. The performance evaluation of state-owned coal enterprises index system even fall behind, only taking the benefits and costs. Therefore the state-owned coal enterprise performance evaluation index system is worth studying.The east company is now higher assessment of longitudinal inspection, lower unilateral existing supervision mechanism vacancy. Making mutual assessment index, mutual contain can ensure that assessment process and the objectivity of the assessment results.In this study, taking ShiGeTai coal as an example based on the analysis of the the theory with practice, Which analysis the defects of the Shenhua East company performance evaluation index system enriches the evaluation indexes and in the original foundation of the shift of increases performance assessment.Performance evaluation index selection is mainly reference to original evaluation indicator system, through to the district team (including production team and auxiliary team), organs, district team different team and staff position working analysis, extraction form the preliminary evaluation index system. Then based on this with experts, using random consistency ratio CR the size of the values written off some correlation small index added some omissions, the correlation of larger evaluation indexes. Expert interview selects three human resources experts and examined departments responsible for interview object. After determines the index system by expert grading method determines the index importance sorting, according to the importance to sort results determine importance matrix, and then uses AHP to specific weight of the index. Finally the fuzzy comprehensive evaluation method with employee appraisal for example using new performance evaluation system to staff A, B and C, and the simulated evaluation assessment results and original conclusion comparative analysis. Not only using the new performance evaluation system of the original examination and assessment results, are sorting consistent ranked first staff A, staff B employees ranked second, staff C employees ranked third, but also the new performance evaluation system increases different organizations, team, staff evaluation based on team evaluation, evaluation results more actual.
