Small And Medium-Sized Towns Development Research Based On The Perspective Of Plan For Rural And Urban

The problems of agriculture, countryside and farmers restrict China to become to the more well-off society. Therefore , Chinese Communist Party proposes the concept as"overall planning for urban-rural development". Based on the existing literature, this paper study on the problem of urban and rural development in middle-small cities in China . Small towns exists as the grassroots morphology of urban, greatly easing the pressure of big cities, which are over-population and have excessive concentration on industry . On the other hand, small towns are surrounded by countries , so they have significant influence on the economic and social development of rural .This paper write from the theory of urban and rural development , describes the development of small and medium-sized town .Finally , by taking Chongqing fuling as an example, the research provide practical support on the theory of plans for urban and rural.The results show that the research on the urban and rural development is not only good to promote the development of urban and rural areas, but also can get rid of urban-rural dual structure. In addition, the household registration system and land system reforms can address the root causes of"Three Rural Issues".
