Model Studies On Scientific Parks Of Agricultural Universities

University scientific parks are an integrated part of state innovation system and innovation source for regional economy development and technological progress, and they are also the important channels for universities' combination of industries, teaching and research and for promoting the comprehensive strengthens of the universities. As an independent park of the hi-tech parks, the service function of universities parks decides its competition ability and success directly. So, the clear development direction and special characteristics are the important guarantee for forming the competition ability and realizing the sustainable development.On the basis of the establishment and development of university parks at home and abroad, the comparison and analysis of the scientific parks was conducted in the non-agricultural universities and agricultural universities, with the guide of driving theory of five-factor, growth summit theory, technological innovation theory, incubator theory as well as some theories of the modern enterprising systems, the thought of characteristic development models for agricultural scientific parks are worked out, at the same time, by the case analysis on the development model of scientific park of Northwest A&F University, the paper indicated that scientific parks of agricultural universities should base on agriculture, and stress on the function of social service, and should be guided by the combination of enterprising incubator and demonstration and extension of welfare techniques, and the combination of the economy law and natural law of agricultural production, combination of economic and social benefits. With the above several combinations, the economic and social benefits will be achieved at the same time;the scientific parks of agricultural universities will take the road with the characteristics of sustainable development.The methods of classification, analogy, induction and case analysis are used in the paper to conduct a research on the establishment and development of the university scientific parks at home and abroad, the comparison of development models in agricultural universities and non-agricultural universities.The below achievements are made:1. The social service function of agricultural universities has its specific characteristics.The specific characteristics decides that the university scientific parks must form its core competition, the scientific parks of agricultural universities will lose their life if they neglect the fact of Chinese agricultural situation, neglect the increase of farmers' income.2. The development of scientific parks of agricultural parks must base on the agricultural hi-tech, solving the problems of rural, agriculture and fanners, the strengthens of rural social service function., the role of scientific parks of agricultural universities in agricultural progress, health development of rural economy and increase of farmers' income, the social and economic benefits, and realization of the sustainable development of scientific parks of agricultural universities.3. Scientific parks of agricultural universities must stick to the principle of Support from service, development from contribution. So the parks can't only put the emphasis on the enterprises and projects with high economic returns in the course of incubating and transfer, and should seek the goal for solving the problems of rural, agriculture and farmers to promote rural technique progress, to increase farmers' income and the development of regional economy with the guide of combination of enterprising incubation and welfare technique demonstration and extension, the combination of economy law and natural law of agricultural production, the combination of economic and social benefits, finally, the scientific parks of agricultural universities are acknowledged and supported by the governments at different levels so as to realize the sustainable development.4. Taking the development of Scientific park of Northwest A&F University as an example, scientific parks of agricultural university should adapt to the development tendency of international agricultural development and fact of present China's agricultural situation, the characteristic model of above measures and several combination are used to establish the service platform of agricultural technique extension with universities support to increase the transfer rate of scientific achievements, furthermore, the technology support to the agricultural development is strengthened, the regional economy and social development are promoted, the important role in solving the problems of rural, agricultural and farmer, meanwhile, the value of scientific parks of agricultural universities is realized.
