The Research On Strategies Of Agricultural Tructure Adjustment And Agricultural Industrialization Of Liuba County In South Mountainous Region Of Shaanxi Province

Based on the investigation of nature resources conditions, which include land, weather, water and biologic resources, and situations of foundation facilities construct of the Liuba county, in south mountainous region of Shaanxi province, as well as the agricultural development history and present situation of the county, the problems, developing advantages and potentials in the adjustment of agricultural structure and agricultural industrialization of the Liuba County. The theories and practice experiences of the agricultural structure adjustment and agricultural industrialization both in domestic and international, and as well as the similar agricultural region of Liuba County are taken as references in the research. The strategies of agricultural structure adjustment and agricultural industrialization of Liuba County, a small mountainous agricultural county in south Shaanxi province, are discussed elementarily in the dissertation.The golden rules to fulfill agricultural structure adjustment and agricultural industrialization of Liuba County are as follows:(1) persist in the principle of adjusting measures to local conditions and improving the occasion;(2) insist on the principle of the market-oriented and benefit priority;(3) stick to the principle of guided by the government and carried out by fanners voluntarily;(4) insist on the principle of innovation and progresses of sciences and the technology;(5)persist in the principle of standardization production and management;(6)adhere to the development principle of opening to the outside world and introducing domestic and foreign capital;(7) insist on the sustainable development principle of combination exploitation with protection.The development orientation of agricultural structure adjustment and agricultural industrialization of Liuba County are following:(1) the high benefit orientation of agricultural development;(2)the high-quality orientation of agricultural production;(3)the development orientation of ecological agriculture and sustainable agriculrure;(4) the development orientation of local characteristic agriculture;(5) the development orientation of intelligence agriculture;(6)the development orientation of the modern agriculture.The development patterns of agricultural structure adjustment and agricultural industrialization of Liuba County include follows: (1) development pattern of giving one of agricultural industries priority to others and complemented with other multiple industries;(2)development pattern of the biologic technique progresses (e.g. multiple- storey distribution pattern in mountain;combination structure pattern of tree, grain, forage grass and Chinese herbal medicine;biologic chain pattern);(3) multiple storey and high efficiency agriculture pattern;(4)the ecologic and tourism agriculture pattern;(5)"companies+ associations+ farmer households" development pattern. The organization patterns of agricultural industrialization of Liuba County are as follows: (1) the pattern of driven by dominant industry;(2) the pattern of driven by head enterprise;(3) the pattern of driven by commercial and sale corporations.Combining the "three-step economy development" program in the county with the state "eleventh-five-year" economic development plan, the expecting targets of agricultural industrialization in Liuba County for recent, medium-term and long-term are advanced.
