County Government And County Village Economy Development

As the foundation of new village construction, which is the historical task for the development of China, rural economy development has significant effects. Being in the lowest government branch, county governments are always in the frontline on the battle of rural economy development. Thus, taking the theme how the county government could promote the rural economy development as a research field has both theoretical and practical values.This paper takes empirical research as a basic research method, has investigated and examined three counties in both Gansu province in Western China and Hubei province in the Middle China. The research indicated that the governances on village towns traditionally directed by the county government are actually some kind of controllment behavior, which has been proved a failure and has much negative effects on rural development because of many difficulties, such as the incapable leading directed by the party in power, incapacity of officials to make use of local nature resources and the inefficient use of local human resources, etc. As to how to conquer "government failures" considerated, there are still disagreements, such as the primary and secondary importance of take"and"use", maintaining systems and developing systems, opening-up democratically or break-through collectively, and which should be the first and main dependable forces between the government, party in power, market elements and the peasants themselves. Because of these, rural problems have become a more and more abrupt, complicated one, which may have bad effects on social stabilities and the state development.This article analyzed the all the ways in which the county government get the power to govern the rural areas, how they use the power, the governing result and the reasons why the county governments has failed. Finally the author has initiated his own opinion on how the county government could promote rural economy development. In the future, all the rural developing policies have to be examined under the frameworks of dependable forces, implementing environment, constructing resources and constructing strategies.
