Systematic Research Of Project Selection Based On Region Development

By today, research of region development has already formed a great deal of achievements, but the most of them concentrate on the lay of region development strategy and regional planning, seldom to involve the concrete project selection. And the most research of project selection focuses on the micro-level and pay attention to single project. Selection models are usually built by the individual, and not suitable for the project selection of region development. In practice, the decision of project selection is one of the key and weak factors of development of many regions. In the one hand, the decision of project selection is directive model by influence of planning economy; on another hand, project selection knowledge spread around all kinds of realms, for instance, engineering economics, management economics, industry statistics, operational research, and so on.. the project is selected in term of personal practice of decision-maker. Hence it is of the importance to set effective project selection system of region development.In this paper, based on the researching deeply the theories and practices of both region development and project selection , the aim is to select project to meet the need of region development of short time and continuable development from the three aspects , theory, means and practice, as follows:1) By researching the common characteristics of region development and project selection, and analyzing the mutual effect and mutual influence of region development and project selection, it makes problem in two different levels possible to be integrated2) Based on the research of theory of region development and project selection, the concept of region development project is defined, and explains the difference between single project and development project, and their characteristic.3) With integrating region development in the macro or middle level and project selection in micro level, it build the pyramid system of project selection, including region development theory , region development pattern , region development models from top to bottom, till region development projects.4) we analyze the characteristics of project selection of region development and the mutual relation of factors building up system, and summarize the micro and macro principle of projectselection of region development.5) Integrating sociological research of the model of region development and economic research of the model of project selection. we build the three-lay model of project selection of region development and system of appraise index.6) We use the model in the reality of development in Xi'an, analyze status of project selection and existing problem in Xi'an , and some advice is put forward to help policy maker make the scientific and systemic decisions, under the condition of not only meeting the need of development in short time but also continuable development of region.This model and the appraise index system what is set up on the foundations of sociology and economics research results, with systematicness and rationality. In the same time, for the different characteristics of regions, the adaptability is considered.
