Cultivated land protection originates from the problem of grain security.The term "grain security", first used in 1973 in China, was raised as a policy goal against the world-wide grain crisis at that time. The problem of grain security dates back to antiquity, but did not become a focus of research drawing wide attention until the 1970s worldwide grain crisis. As a developing country with a huge population, we must keep the basic principle of self-sufficiency in domination, assisted by international importation in making the grain security strategy. Land cultivation is the fundamental source of food. Therefore, keeping a steady area of cultivated land and raising the persistent production capacity of the land are the keys to ensuring the grain security of China. Premier Wen Jiabao has once made the instruction that: the problem of grain security has become increasingly outstanding and severe. To ensure China's grain security poses as an urgent important task in agriculture development and grain production. For this reason, the agriculture related departments of every place must attach high importance to grain production, cultivated land protection and the improvement of comprehensive grain production capacity.The cultivated land is the fundamental reliance of human survival and development, and no substitute could be found as the production material to obtain grain and other farm produce. The improvement of people's material life and even the whole national economic development depend, directly or indirectly, on the quantity and quality of the cultivated land; let alone agriculture development. Thus a research on the protection of cultivated land is of great significance and importance.The study takes Zhumadian, a city in south Henan, as a case. With a detailed survey of its cultivated land quantity, quality, surrounding environment and other variables, the paper brings into a comprehensive view the land production capacity, the spatial bearing function of social economic development and eco-environmental protection function. Taking the Principal Component Analysis as a tool, the paper analyzes the factors affecting its cultivated land quantity, estimates the consumption and demand amount of the grain in the future, the required quantity of cultivated land based on the comprehensive production capacity, and the land supply amount based on resource potential and the increasing/decreasing factors. On such a basis, the author moves on to settle down the scale of protected cultivated land and grain security situation. In view of the fact that Zhumadian is a key national commodity grain base and wheat production base, the area of reserved cultivated land is confirmed; the spatial layout of the cultivated land reserves is reasonably made...
