With the fast development of computer science, communication and networks technology, human society has entered into information Era from Industry Era. Information, one of the three main resources now in the world, is playing a main role in economics and business industries, and it's also an indispensable element of enterprise's key competency. So, how to seek and make good use of information is an essential question for the development of enterprises.At present, the industrial organization construction of our country is still unreasonable such as, industrial cluster degrees are prevalently low, industrial structures are identical, scale economy of enterprise is prevalently inadequate, social division of labor and cooperation system isn't perfect etc. All of these show our industry is at a low level professionalism, being separated by the administration and rebuilding the same subject in different areas. and it hampered the increase in social productivity.
