On 1st, June 2001, the Ministry of Information Industry issued 《The Announcement of Experimental Work about Opening Customer Premises Network 》 and decided to open the construction and operation of customer premises network in order to receive WTO, promote competition of domestic telecom enterprises, speedup the development of Net and standardize market requirement of customer premises network. Hence, a new kind of operator, operator of broadband customer premises network, come into being.The produce and development of a group of operators of broadband customer premises network make the Net broadband economy thrive and bring much benefit to civilians: more convenient and cheaper to use network with better service. At the same time, they speedup the development of broadband technology and expedite innovation steps of such dominating enterprises as China Telecom and China Netcom. However, the management of this group is not so perfect. The opening rate is low, it's short of cash flow and the return on investment is too low. Especially in 2002, when ADSL of China Telecom entered into broadband market and dominated the market, the situation is even worse. Some enterprises have closed down and remains are difficult, the whole group is faced with serious surviving crisis.As the outcome of Net development and the innovation of domestic telecom, this group has its own particularity. This group is often ignored by commonalities, some enterprises, especially the medium or small enterprises, didn't get attention even inside the industry.
