Nowadays it is an information society. Everything is growing and changing with a quite fast speed. As long as the enterprise survives in markets and grows, it must be suitable for the change or even exceeds the change. If the enterprise wants to grow with abnormal rule, the enterprise should make more changes internally than the outside. 21 century is one that reconstitutes human resources management. Who owns more persons with ability, she/he will talent showing itself, owns the future. Who has the ability to keep persons with ability, she/he will win in the competition. The value of the talents has overpassed the value of finance capital, which becomes the most valuable resources in the world. The importance of HR work for the enterprise's survival and grow is well known. The talent people who construct the enterprise itself become the resource of the motivity. The phenomena of people losing is a character of fast growing society of today. In some extent, it makes the allocation of the people more reasonable, but for an enterprise, how to attract more excellent social talent people, hold the real talent to form a healthy people flow of the enterprise?
