The "Northeast Phenomenon" Study In The Comparison Of The Regional Development Mode

After nearly 30 years'reform, China's economic and social development has made noteworthy achievements, the northeast's industrial base was very strong, has once made indelible contributions to the new China's construction and the economic's development. However, since reform and opening up, especially with China's socialist market economic reform continued to deepen, compared to the coastal areas, the northeast is obviously lagging behind the pace of reform, the original central highly centralized planned economy and market economy mode can't meet the development of the market economy's request. On the revitalization of the old industrial bases in northeast China, both central and local authorities, academics and community people have given a great deal of concern, and on the " Northeast phenomenon " study is a top priority. In this paper the development of sociological theory of social transformation, in particular the transition of the theory of market research perspective, to analysis of the old industrial bases in northeast China after modernization in the process of restructuring the regional development plight "of the Northeast," the main problem to the relationship between the government and the market perspective as the center of the southern Jiangsu mode, Wenzhou mode and the mode of the Pearl River, the old northeast model's character of a comparative study. Only the northeast old industrial sum up their successful development mode on the basis of experience, through continuous exploration and innovation, with a choice of its own development of the northeastern region of the characteristics , so that the old northeast should follow endogenous, autonomy of the dynamic on the basis of the establishment of a "double" mode through the development of recycling economy, establishing industrial clusters, increase community building and revitalization of the northeast, and resolve "the Northeast phenomenon" ,recasting the Northeast's brilliant.By the main content can be summarized as the following three parts:Part I: "Northeast phenomenon" and the proposed research perspective. Therefore, in this paper, based on the relationship between government and market-based perspective to social transformation theory, focusing on transition to market-oriented perspective on the theory and theoretical background, through several domestic regional development mode, the " Northeast phenomenon " Study for the development of China's development mode and strategic innovation to provide more support for the theory and practice, through the different regional development mode studies to explore the old northeast industrial base of the new mode of development to the northeast of socialism with Chinese characteristics market the deepening of economic reform and institutional innovation ultimately be effectively resolved, recasting northeast past glory.Part II: The relationship between the government and the market perspective as the center of several domestic "development mode" .This part is mainly from the relationship between the government and the market, with the focus on the Sunan mode, Wenzhou mode and the mode of the Pearl River, the old Northeast mode's characteristics to comparison, the analysis also focused on the old northeast mode and the basic situation main features. After the foundation of China, northeast got rapid development as an earliest and largest heavy industrial base since the new country had decided to make heavy industry a priority. As a result, northeast area formed a traditional pattern that severely relies on capital, resources, and labor. After the reform and opening up, the traditional model, with its intrinsic defects, can hardly adapt to market economy. Northeast is losing its competitive advantages. The economy in the area has its own characteristics. From its starting point, it has been displaying the principle of acting in the light of local conditions, not only in its developing strategies, industrial structure, but also in its operating system and governmental function. Presently, there mainly exist the following problems: First, industrial development strategies tend to the same, cities in the region are lacking of coordination; Second industrial structure is unreasonable, heavy industry gains too much attention; Third, state– owned economy is out of all proportion to other forms of economy, economy running mechanism is unhealthy: Fourth, the government focus on administrative intervene rather than making use of the leading effect of market.Part III: Tackling the "Northeast phenomenon", the principle and countermeasures of revitaling the northeast . In this part proposed that in order to developing the northeast should follow the principle of endogenous pr, the principle of independence and dynamic, proposed that how to develop the northeast . First, the northeast region should make efforts to establish a dynamic and progressive "dual-mode", that is, in early can use the government-led mode and in the medium-term could be use of the government market symbiotic development modes and after decades of development, will gradually adopt a market-driven development mode. Secondly, it is necessary to promote the idea of recycling economy continued to develop the northeast. Can be adjusted through the implementation of strategies, and actively promote clean production and the establishment of eco-industrial parks in the countryside. Third, we should make efforts to promote the Northeast Regional in the development of industrial clusters. Finally, can ues development of community-building, to build the old northeast industrial base basis of a harmonious society.Undoubtedly, our central government has been carrying forward aseries of policies and measures to revitalize NOIB. The ultimate solution, however, lies in reform and innovation. People have to choose an available developing pattern to ensure a healthy, consistent and rapid development. In spite of the numerous problems emerge in the exploringprocess, as long as we break the fetters of the conventional concepts and widen our horizon, we can surely create another economic legend in northeast once again.
