Zhejiang economy has been keeping a sustainable, fast and healthydevelopment since China carried out the policy of reform and open-door. During the process of Zhejiang economic development, an attactive and important phenomenon is that some industries cluster in certain regions, and forms special industrial districts named industrial clusters, which has its own unique style in enterprise scale structure, market structure and product structure etc. Taking a wide view of the process and tracks of the whole Zhejiang economic development,it is not difficult to discover that "Zhejiang mode" has a close relationship with the development of industrial clusters. Their types can be divided into the traditional one, resource one, the speciality market one and the capable person demonstration one etc.. Besides the abilities of reparability in technology, low transport cost, enormous difference in products and enterprise quickly responding, the inherited handicraft skills and business tradition, the "Zhejiang spirit" and local governments' "non-interference " and "proper interference" also play a role in the form of Zhejiang industrial clusters.
