The mountain area occupies 69% of the total national area. The development level of the mountain area lags behind that of the plain and hills area. This situation of mountain area restricts the whole development level of our country and the realization of the third strategic goal. It may also arouse contradiction between different areas and affect the national consolidation and security. In the request of scientific developing theory, how the mountain area select appropriate developing road to overcome the dilemma become a core issue.The theoretical basis of this paper is economic globalization theory, the theory of regional sustainable development and late-developing advantage. At first, the author analyzes the practical background of mountain area economic development. Secondly, discuss the present situation and developing conditions of mountain area. Thirdly, put forwards the development strategy and way. Based on the analysis above, to keep sustainable development of mountain area, we should select late-developing advantage strategy. As far as developing way is concerned, natural resources are the basis of development. Then transformation of natural resources to create other conditions to take off is essential. In this process, an effective way is using the leading characteristic industries to adjust the secondary and tertiary industries. To obtain the motive power of development, such policy suggestions as strengthening construction of basic facilities, enhancing investment in human resources and protection of environmental is offered.
