The Research On Financial Policy Of Supporting Minoritv Areas In Using Late-developing Advantage To Accelerate Green Development

To speed up the economic development of minority regions and reduce the gap between the East and West as soon as possible is a problem of Chinese economic development,and also a problem related to the stability of our national unity and social politics.In the background of green development,the traditional industrialized “Treatment After Pollution” measure is not feasible.In fact,the special geographical location and the process of historical development form the traditional late-development advantage,and the new late-development advantage comes from the change of development perspective and the internet technology conditions.They give minority regions a chance to green develop.Based on the analysis of the four aspects of economic foundation,factor endowment,supporting condition and system design,this article take late-development advantage into four parts: resource-based late-development advantage,humanity-based late-development advantage,opportunity-based late-development advantage and new late-development advantage.On the basis of analysis of the ethnic areas and the subsequent advantage trap were empirical analysis,found that the lack of technology imitation and institutional learning motivation as a result of the scarcity of material capital,knowledge poverty leads to lack of technology on the economy of the diffusion tensor,the low level of industry lead to new technology the carrying capacity is weak,the current tax system,and officials of the examination system hard to motivate the development of green,advantage of backwardness by hair disadvantage of exclusion,erosion and leakage,the central policy of the external drive six aspects: lack of effect "caused by ethnic areas advantage dilemma.At the same time,the reference in the United States,Russia,Japan,Italy and Brazil to underdeveloped areas green development experience and lessons,to explore the use of fiscal and taxation policies to support minority areas after the use of advantage to accelerate the development of green.And on the basis of the above proposed to promote industrial development and constantly optimizing and upgrading,improve the ability of economic development;to promote national culture industry development and activation of human resource of advantage of backwardness;promote technological progress,science and technology play a role;increase financial transfer payment and special funding efforts,improve the support to the development of conditions;to improve the design of the system,activate the vitality to the development of ethnic minority regions;to strengthen the protection of resources and the environment,ethnic minority areas to promote green development.
