The arrival of the knowledge economy means that knowledge is having profounder and profounder influences on economy. The competition between enterprises, even countries has moved from products and technology to knowledge. The generation, diffusion, transfer and application of knowledge have become important factors of the knowledge economy. Therefore, knowledge management (KM), as a new kind of management theory and management method emerged accordingly. However, people are main bodies of knowledge innovation, also main carriers and users of knowledge, so KM should be processed around human resource (HR). At the same time, KM requires that enterprise's HR management can integrate the thought of KM, use team's wisdom to increase enterprise's ability of adaptability and innovation in order to advance core competence.Based on this new connotation, this paper first summarizes the relative theory about HR management and KM, then analyzes the relation between them deeply. Furthermore, this paper does a systemic research on HR management theory based on KM and expatiates the contents of it. Then the paper introduces the actual situation and problems of HR management in JL company, and proposes the concrete implementing project of HR management based on KM regarding JL company as the research object. The project consists of six parts: the first part is about the founding of knowledge sharing network as the technical guarantee. In the next four parts, the paper proposes the strategy about employees' enrollment, usage, training and motivation. Firstly, the enterprise should not only pay attention to employees' explicit knowledge, but also test their tacit knowledge by using corresponding tools in order to make both of them accord with enterprise's requirement. Then the enterprise should integrate many training means and motivating measures to make employees regard knowledge sharing and studying as their habit.
