With the rapid development of commercial banks it is imperative to constitute and perfect the withdrawal development.On the basis of the successful experience abroad,we first discussed the necessity to constitute the withdrawal mechanism of commercial banks and the deficiencies of the actual mechanism in china and then analysed the withdrawal mechanism. According to the analysis above,the paper put forward in detail how to reconstitute the withdrawal mechanism from the two aspects of both initiative and passiveness,suggested how to perfect the exterior environment of the withdrawal mechanism.
