The Sichuan province is an agriculture big province, the population accounts for 6.8% , the farmland area accounts for 4.5%, the food volume of production accounts for 7% of whole country.Since 1996, the annual decrease of farmland is 5.33×10~4hm~2,and increased food production is in a difficult phase. Food security is related to the Sichuan sustained and stable development of events. Because of shortage of water resources in basin states hills Mountains, increasing population, decreasing farmland, various disasters, especially drought frequency occur, these reasons serious threat to Sichuan food security.Sichuan agriculture and agricultural water projects face new situations and problems, which is vigorously promoting the development of water-saving agriculture settlement Sichuan food security prospects. Through water-saving agriculture and the implementation of efficient water use in agriculture, contribute to the promotion of sustainable use of agricultural water resources .This study based on the analysis of the agricultural water resources, drought characteristic and water-saving agriculture in the current development of Sichuan Province, then selected the 21 cities and countries(administrative divisions) for the evaluation module.Used the system of indicators of water-saving agriculture comprehensive evaluation, through the Fuzzy-AHP method and Fussy Comprehensive method, to get the final evaluation value. Meanwhile, compared and validated evaluation results with the two methods. At the same time, using Hierarchical Cluster Analysis to district water-saving agriculture in Sichuan Province. Results of the study are as follows.Choosing 24 indexes( consistency of trench , the rate of forest overcast, the rate of efficient irrigation, et.al.) to set up the index system of evaluation to Sichuan water-saving agricultural multi-effect. It include 3 effect layers,8 index layers,24 factor layers.Then get the evaluation value and order by the way of Fussy-AHP. The highest evaluation values are Nanchong, Zigong, Yibin and Bazhong (0.667,0.666,0.662and0.652),The lowest are Ganzi, Aba and Liangshan(0.373, 0.44and0.519).The evaluation values of 3 effect layers can be gained by the method of Fussy-AHP. To the layer of agricultural water exploitation, the evaluation values of Chengdu, Deyang ,Mianyang and Meishan(Chengdu plain) are higher than others, 0.219 ,0.221,0.210 and 0.226; To the layer of agricultural water utilization benefit, the evaluation values of Bazhong, Nanchong, Yibin and Zigong are higher than others, 0.364,0.360,0.358 and 0.352; To the layer of water-saving sustainable evaluation, the discrepancy of 21 modules are small,the highest is Mianyang 0.129 and the lowest is Ganzi 0.080.By the method of Fussy Comprehensive ,the evaluation values of Zigong, Guang'an ,Chengdu and Neijiang are higher than others(0.0588, 0.0584,0.0558 and 0.0530).The lowest values are 0.0367,...
