Taking the basic characteristics, the thesis set up the assessment indexes system of the eco-industrial park, outstanding eco-industrial park is the mode to carry out the circular economy, including the system of industry producing into the assessment scope, overcoming the weakness of former assessment indexes system where not enough consideration be fixed on to the industry producing, emphasizing that the eco-industrial park should have the characteristic of industrial ecology and circular economy ,and the society, economy and the environment of the park should be harmonized.The thesis adopted the fuzzy comprehensive assessment method and the grey cluster assessment method to assess the development level of circular economy of the Eco-industrial Park. The compare the two of difference and similarityThe thesis took the Qitaihe coal Eco- industrial Park in Heilongjiang province as an example, collecting data on the spot for the factual state of the park, assessed the circular economy level of the park by the fuzzy comprehensive assessment method and the grey cluster assessment method, then analyze and compare the result of assessment, finally, made the suggestion on the construction of the eco-industrial park.
