Agricultural water-saving technology promotes the process of agricultural modernization. The application of water-saving technology has a long-term mechanism for the developments of farmers, rural areas and agriculture. Therefore, the study of agricultural water-saving technology benefit under the regional scale is of great significance to the current and future water-saving technology construction. With the support of Xinjiang "Twelfth Five Year Plan" science and technology project, "typical watershed comprehensive agricultural water-saving technology system integration and demonstration", this research has conducted from the following three aspects:First of all, I have cleared the connotation and theoretical basis of "regional water-saving" and "regional water-saving benefits" under the scale effect. Agricultural water-saving has both the "quantity" and "quality" meaning. Therefore, the connotation of agricultural water-saving depends on the high efficiency of water-using. From the "quantity" meaning, affected by the nonlinearity of the scale effect, the total amount of water saving in the field is not equivalent to the regional scale water saving. From the "quality" meaning, under the influence of regional scale regression water reuse, the regional overall irrigation water efficiency is different from the local water consumption efficiency. At the same time, the regional water saving benefit should highlight the benefits of the society.Secondly, I have identified regional benefits and built evaluation method system. According to the demonstration effect of water-saving technology, I have systematically analyzed the formation mechanism of scale benefits and spillover benefits of water-saving technology. And then I have established the index system of regional benefits from the regional water resources utilization degree, bearing capacity, liquidity,vulnerability of scale benefits, and from the economic, social, ecological of spillover benefits. At last, I have researched and optimized the evaluation methods of indicators, and formed the static regional benefit evaluation method based on the technology efficiency and the dynamic regional benefit evaluation method based on the influence factors.In the end, I have used the evaluation methods in Juntanghu basin of Xinjiang. From the static and dynamic aspects to evaluate the regional benefits of agriculture water-saving technology. The static level is based on the current situation of water-saving technology. The total quantity and efficiency index of regional benefit are analyzed. The result shows that that the water saving potential of new technologies is about 403.9m3/hm2, and the technical efficiency reaches about 0.92. The dynamic level is based on the influential factors. The irrigation area, labor, cost and other main factors are analyzed. And I find that the water-saving technology is important for the regional GDP and the total mount of regional water-using.And at present, water-saving irrigation technology is still in the scale of increasing returns to scale, the large-scale water-saving irrigation can effectively reduce the total water consumption. Furthermore, the total water consumption in 2020 is expected to be maintained at 36580700m3. And with the increase of water-saving irrigation area, the final regional water consumption remained at 33666000m3, saving about4333600m3 than the current.
