Study On The Operating Mechanism Of China's Own Forest Certification Scheme

As a tool of promoting forest management sustainable, forest certification (short for FC) has been developed very quickly over the world. It is very pressing to establish China's own FC scheme because it puts increasing affect on our foreign trade of forestry products. At the base of sustainable development theory, institutional economics theory, information economics theory, externality theory and so on, taking the ideas of system as guidelines, the thesis mainly addresses the problem of operating mechanism of China's own FC scheme.Firstly, the thesis introduces the present situation and the trend of FC through the world; secondly, it analizes the problems of China's development of FC. These problems mainly contain lack of drive, weakness in basic research, incomplete scheme establishment, lack of social base, no clear denifine of the governmental role and the contradiction between FC and forestry system. At the same time, it analizes the restricting factors such as economic develop level, wood products market building, credit level, legal environment, conditions of units related forest. The first step to build the scheme is to explore the essence of FC, or else the scheme may deviate from the aims of FC and put a bad influence on the effect of FC. That FC may be a market based mechanism,a signaling mechanism and a learning mechanism form the point of institution and the experinec form foreign countries which put FC in practice are the base of defining the function of government and designing the scheme of China's own FC scheme.This thesis holds that China's FC scheme is a social sub-system in a large social environmental and economical system, and all the influent factors of China's FC scheme are classified into three types: driving factors, restricting factors and adjustable ones.
