The Case Study On Forest Group Certification (FSC) In Southern Collective Forest In Longquan

The famer manage woodland with many ways after collective forest rights system reformed, which caused southern collective forest met trouble of organiziation mechanism when they carried out forest certification. In this paper, with forestry famer specialized cooperatives for example, through analized the condition of cooperative and the empirical study of foerst sustainable management, offered basis for forest group certification in southern collective forest, the conclusion of this paper as follows:1. Farmer Professional Cooperatives mainly set up by the big farmers (including the large of production and sale) (53%), others are leading enterprises(20%); on the function types, Farmer Professional Cooperatives are mainly marketing Cooperatives(70%), through the product marketing organization extends to the organization of production; on the members structure ,farmers are main part(89.87%); on the size of cooperatives, the number of farmers initiated by cooperatives is between 100 to 200(63.33%); on the ownership structure, there are a minority of big shareholders and a majority of small shareholders in most cooperatives; on decision making structure, core members own the control decision right and management right, and the decision making right of common members is relatively very limited; on benefit allocation mechanism, the cooperative's surplus deducted"three-fund"is usually divided among members mainly according to member's patronage and shareholding which is relatively more importantly.2. Cooperatives is an organization which was based on the market, it is a economic cooperation organization which linked with the household and market since the Law of Farmer's Cooperation in People's Republic of China was carried out, the farmer's cooperations was given the legal status, to forestry farmer specialized cooperative is in southern collective forest decentralized management to the effective transformation of scale of operation in organizational forms, that can be used as the main body of FSC forest certification.3. According to the positive research in LongQuan NengFu Forestation Cooperation organizational forms and operation mechanism, summarizes the practices and experience of its cooperative members' structure, implementing forest certification, logging quota determination, coordinating the scale management from decentralized management, protecting watershed water quality, local processing of variety of business and employing expert teams and so on, to provide a feasible way and a reference for our organization plantation owners in southern collective forest to Forest Group Certification.4. Bamboo forest is the key economic specie in the southern collective forest, according to FSC principles and criteria, such criterias as small-scale management, product diversification, pecial ecological environment and economic benefits are compared and analyzed in bamboo forest certification standards (standard test draft). Ralated conclusions are fully considered in the standard tests. All these provide a basis for the compilation of bamboo certification standards.
