The Study Of Food Safety Management In The View Of Network Governance Theory

Food safety is one important public issue to people's health, as it not only involves in consumer's health, but also relates to stable society and it's government's prestige. Since the last decade, quite a few serious food safety incidents erupted in almost the world. Nowadays, the government and consumers of many countries have to pay much more attentions to food safety than before. As far as the truth about our country, the food safety incidents happened time after time without the lack of food safety precaution. What else lead to this serious consequence? This paper is just under this background.This paper studied the safety precaution of Counterfeit food, trying to research into the food safety management network in the view of network governance theory. The paper selected the case of FuYang faulty powdered milk, which happened in 2004 as a typical case and used "event-process" method for analysis, in the purpose of finding interaction between powers, and drawing a picture of truth of the manage network and the leaks of the network. This paper also carried on some direct interviews for the safe problem of food to the concerning government section or personnel and carries on some questionnaires within the scope of small, in the purpose of explaining the conclusion with the complement.Study food safety governance in the view of network governance theory is one of the creative points of the paper. The complexity of the food safety management requests to bring government and social powers into the corpus scope. This paper will focus the importance network theory issues, such as, the network coupling method and the network responsibility mechanism...etc. to carry on the analysis. And take some suggestions such as build the information technique bridge, set up regard law and the responsibility mechanisms and so on to perfect the food safety governance network. The paper also focused on the cost of the network and the effect of the network.
