Research On The Governance Of Food Safety Issues Under Gerry Stoker Governance Perspective

As our food is important, not the lack of consumer goods and guarantee subsistence, ensure the safety of the significance obviously. Food safety is our special attention and attention to people’s livelihood, but also an important public safety issue, it is not only directly related to the health of the masses, but also involves the harmony and stability of the region and the nation. However, all these years China food safety incidents occurred frequently, so we do not know what time from the beginning to "eat" be always on tenterhooks. Therefore, the study of food safety problems for people’s livelihood has very important and far-reaching practical role in building a harmonious socialist society.Our country has already entered the crucial period of reform and development, this stage has put forward higher requirements on the level and the level of our current public governance capacity and governance capacity modernization. Accordingly, the theory of governance Gerry Stock has great significance and reference for the improvement of China’s public governance capacity and governance capacity modernization. In this paper, Gerry Stock governance theory as the theoretical basis, through field visits and questionnaire analysis of various problems existing in the current T city food safety management process, combined with the analysis of Stock governance theory T the problems and reasons, according to the T practice put forward countermeasures, hope for the city of T. Better handling of food safety problems in their own humble, also hope to T relevant departments to provide some reference for the formulation of food safety policy.This paper takes Stock governance theory from the perspective of combining with T practice to explore the governance of food safety, mainly uses three research methods, including literature research, theory with practice and questionnaire. This article mainly includes five parts, namely the introduction and four chapters. The first chapter elaborates the related concepts and theories. The second chapter expounds the current situation of food safety management in the city of T, and the main problems of current T in the governance of food safety existing in the process of Supervision:lack of comprehensive and effective; some food enterprises lack the sense of responsibility; lacking of participation of social forces; food safety supervision in hand after paragraph. The third chapter analyzes the main causes of the problems existing in Stock from the perspective of governance theory T food safety:Government limitations; responsibility mechanism of food safety governance is not perfect; governance has not formed autonomy; new technologies and new methods of the lack of food safety supervision. The fourth chapter countermeasures to optimize the governance of food safety in the city of T:the realization of mufti governance pattern; responsibility mechanism to improve governance; and ultimately the formation of autonomy; regulatory methods and technical innovation of food safety.
