So exploration into the problem from the perspective of philosophy is the foundation of the success to the reform of the state—owned enterprisesFirstly, we must distinguish the relevant concepts of property rights , the use of the relevant concepts is in chaos which brings about much controversy about the reform of the institution of the property rights , so we have to start the reform with distinguishing the relevant concepts: system of ownership ownership and property rights, and we can further the comparison among state—owned ownership property rights and system of state—owned ownership and state—owned ownership.Secondly, we can base the exploration into the reform on dialectical materialism historical materialism human studies.
