From 1953 to 1985, China's Grain Circulation System has experienced the system of State Monopoly for Purchase and Marketing. State Monopoly for Purchase and Marketing has undergone the concrete operational stages of consideration, the initial implementation and institutionalization, consolidation and continued operation, and changing stage. Changing in the grain circulation system has its inherent operational mechanisms.Based on the application of cross-disciplinary research and the combination of macro-micro analyses, the paper reveals the inherent operational changes and mechanisms of the grain circulation system of State Monopoly for Purchase and Marketing.First, using the basic theory of Institutional Economics, making this system into the stages of system innovation, system balance and system stagnation. The objective analysis on the economic facts makes the economic history and economic theory combined organically, and provides a new interpretation for understanding the changes of this grain circulation system.Second, through the analysis of rural different micro-economic structure, the paper confirmed that it's the most important factor affecting food production. Cooperative System has not been fundamentally resolved the food shortage, but provided organizational security for the grain circulation system of State Monopoly for Purchase and Marketing; People's Commune System exacerbated the food shortages, objectively, in this circumstances, it needs a more balanced system to operate continuously to meet the demand of food. People's Commune System played an important role in strengthening this grain circulation system. In Household Contract System, grain output continued to increase substantially, and the food shortage has been basically solved, it was a destroying factor for this grain circulation system.Third, through the comparison study between the grain circulation system of State Monopoly for Purchase and Marketing and the planned economic structure, it revealed that they have high uniformity in the operation and possessed a high degree of homogeneity in the operational mechanisms.Fourth, pointed out that the export and import of food are the important aspects of the... |
