Capacity Management Of China's Marine Capture Fisheries

Attaining a holistic comprehension of methods, effects and limitations in China's actual fishing capacity management of marine fishery, which are general aims of this thesis. On the basis of these, I will bring forward some reformative schemes.In the interest of achieving objects in above, I will explore several matters as follows. (1) The backgrounds of putting forward the"Code of Conduct for Responsible Fisheries"and the"International Plan of Action for the Management of Fishing Capacity",and the mechanism of resulting in overcapacity; (2) the theory of"common-pool resources"and the mathematic model of fishery subsidies; (3) the various measures and each performances of fishing capacity management: academic anticipations and positive researches; (4) the active means and actual impacts of Chinese fishing capacity management, and (5) the direction of ameliorating Chinese fishing capacity management.Besides, the means and actual effects of Chinese fishing capacity management from 1949 to 2003, which are extension of this thesis in the course of studying.For the sake of researching the above contents, the methods of investigating this thesis are that, on the basis of referring to a great deal of literature, I will visit kinds of persons with some intensions, such as experts, scholars and fish-men, and"participant observing"(i.e. observing on the spot). And then, I develop the qualitative analysis by using the model according to the above data.However, owing to the limited access to gain data and the reliability of the acquired data, I will not carry through quantitative analysis, which is a limitation in this thesis. Furthermore, by way of managing the fishing capacity effectively, though China has being implemented multiplicate measures of fishery management, I will only explore some typical systems, namely fishing permit system, area and time closes system and buybacks system, which is another limitation in this thesis.
