Fishery is an important component part in agriculture. It plays an important role in ensuring grain safety, enhancing people's life quality, arranging fishermen's production and living, and adjusting industrial structure of agriculture, it can also participate in the exploit of world resources and market competition thus maintain our national sea rights and interests. However, there are many prominent problems in the development of fishery in our country. Firstly, the fishery resources are declining seriously, leading to a severe damage to its continuable development. Secondly, the fishing boats are increasing blindly without an effective control. Lastly, the gradual establishment of the new marine system is putting a great pressure on switching production and profession and absorbing the extra fishing capability. Thus fishermen have great difficulty getting more profit. These problems have been bottlenecks in the development of fishery. We have to keep a clear head and take effective measures to solve them seriously. This paper mainly inquires into the present situation and existing problems in fishing as well as the reasons and solving methods for serious decline in fishery resources.1. This thesis firstly introduces the condition of the marine fishing intensity which includes three changes:The first one is the number and power of motor-driven fishing boats, the second one is the number of fishermen and the last one is the marine capture production. According to the analysis of the three changes, the thesis analyses the condition of the marine fishing intensity. Secondly, the thesis analyses the reason for the excessive fishing of inshore fishery resources.2. According to the analysis, the author thinks that there are two reasons for the decline of ocean resources, one is that they have the qualities of public resources, which usually have the problem of "Tragedy of Public Land", i.e. the excessive use of public resources leads to degeneration and exhaustion of resources, which is the common characteristic of all the public resources.3. The thesis analyses the systems which are being performed in controlling the marine fishing capability and evaluates their effects, It mainly deals with the major systems of management of fishery resources in China, for example, the fishing license system, midsummer moratorium system, transfer system, double-controlling system and catching quota system, meanwhile, the thesis makes a comparison and general evaluation to these systems. It also elaborates the manufacturing situation in different phases after implementing these managing systems. The basic conclusion after researching is that the systems for the management of fishery resources is not that successful for it hasn't reached the goal of controlling excessive fishing in advance, and analyzed detailedly the reasons.4. According to the overall analysis, the thesis puts forward the policy-related advice on controlling the marine fishing intensity in the point of fulfilling sustainable use and effective management of sea fishing.
