BOT, the abbreviation of Build-Operate-Transfer, is a new model of infrastructure construction method, which use private fund instead of public fund. It was firstly presented by the premier of Turkey in 1984. Then, it was widely adopted throughout the world, from developed country to developing country, because it can supplement the deficiency of domestic infrastructure construction fund, and develop infrastructure operation efficiency.BOT started not so long in China. Because of its advantage, it was wildly adopted throughout our country. In the period of BOT practice, a control system is gradually formed. But the system is not so perfect, some weakness still exist in our BOT model. Through study some typical BOT cases, the paper find some problem in BOT, including project choice, project firm choice, price and project transfer.Then, by using Game Theory, the paper study BOT participator's gain, including government gain, project companies gain and public gain, and their relationships. It can come into conclusion that participators' game behavior in existing control system is the cause of BOT problem. Present control system still exist some weakness, including lack of law, absence of process control system, understanding error and less public participant. The paper believes that Game behavior among participator exist external, we can not avoid.
