Telecommunication value-added services become new sources of profit, when the old voice telecommunication markets tend to saturation and with little developing space. Value-added mobile services as one part of the value-added services, plays an important role in telecommunication industrial. But regulators couldn't work smoothly due to the chaos markets, which is so young. In the beginning, there ware few regulations just to let the business boom. And for this reason, there exist a lot of misappropriate between the industrial chain members. How to locate appropriate position for CP, SP and the basic telecom operators, how to fully realize each role's competition advantages and build a health marketing system are the main parts of in the dissertation.Under the instruction of system theory, it argues the deformity development of the value-added mobile services, and explores the Agent Problems caused by relation misconduct, which exist among the members in the industrial chain. That Agent Problem is the interest invasion phenomenon exist among content provider, service provider and basic telecommunication operators.This article steer clear of the usually way to study alliance between corporations, and use direct way to solve the Agent Problem mention above. By rebuilt the cooperation means, and coordinate the collaborate purpose, it solve the conflicts from its origin.In this passage, it mainly uses monopoly advantage theory, large-scale economy theory, and market structure theory in industrial organization theory to re-classifieds. Then use value chain analysis way, it figure out the core competition advantages of each roles, which makes the synergy possible. It draws a conclusion that its plentiful and necessarily to competition-cooperation development, by using systematic view, synergy view and the means of game theory. It figures out the key factors of CP and SP's competition-cooperation development, after defining each role specified. At last, it makes a proposal on CP and SP's synergy.
