Researches On Problems And Countermeasures Of Urban System Planning Manangment In China

Urban system planning is an important underlayer Programming which is related to our national economy and society development . It is also a key tache. Secretany-—general Hu Jingtao emphasizes : "We must quicken the workout of national urban system planning , general city planning , village and market town planning and land using planning . We must induct the development in size, speed and optimize the structure and overall arrangement". However, practice shows this work remains weak ,which there are many problems to solve.This essay analyzes in detail the hold backs from economics, management and psychology in the process of the management of urban system planning . It discusses some systems, rules, actions of governors , the procedures' and the ways of supervision ,and it does some further work on the supervising and incentive institution .According to the excellent experience and ideas of the similar planning of the western developed countries ,we put forward some new steps and measures that can beautify the national urban planning systems. Based on deep analyzing the existing problems ,We can give some advice as follows: first, we should improve the professional skills of the main performers for the planning; second, we should perfectify the organizational institutions; third, we should healthen the management procedures; fourth, we should promote the harmonizing abilities; fifth, we should emphasize the function of supervion. This article gives some beneficial and constructive suggestions on how to walk out the do-nothing dilemma of the urban planning system, how to adapt to the market economy, how to exert the steering and harmonizing functions in the building process of the market economy and how to embody the cabilities of controlling the market perfectly by the planning.
