Study On Perfection Of The Urban Land Reserve System

Traditional urban land use system, which has many flaws, has restricted the development of the urban economy and the enhancement of the city competitive power in certain aspects. In view of this, many cities established the land reserve system. It has positive effect on the urban land market development and urban land optimal allocation.In the 21st century, along with the deepening reform in land management and accelerating urbanized progress, the Land Reserve System, serve as a new method to reutilize state-owned land property, is popularized all over the country. It is a kind of new systems, which is established on the basis of the supply of land in cities by government and the intensive use of land. The thesis aims to analyze possible difficulties in the process of practicing the Urban Land Reserve System(ULRS) and to achieve better results in law system on the basis of criterion analysis method.In the context of the present situation of the Urban Land Reserve System, the author of the thesis constructs a basic frame of the ULRS, enumerates its theory foundation, and analyzes the model and operation of the institution about ULRS. Then, the present situation and social effect of the ULRS was demonstrated. Meanwhile, there are still some problems in its operation.The basic structure of the urban land monopolistic supplication is that the land is input by a single channel, stored by a single reservoir and output by a single efferent. The driving force of the ULRS is setting up the land bank, enhancing the supervision mechanism of the institution and perfecting the law system.
