Research On The Reasons And The Countermeasures Of Slow Increase Of Farmers And Herdsmen's Earnings In Inner Mongolia Autonomous Region

The issues concerning agriculture ,rural areas and farmers are not only historical problems but also realistic ones. For thousands of years, China has been taking agriculture as a basis. Moreover, the New China clearly declared that she is based on the alliance of workers and farmers. After the reform and open policy, the government attached greater importance to agriculture, rural areas and farmers than ever before owing to the vanguard countryside reform, the most brilliant agriculture achievements, and meritorious farmers. However, there are even more complicated problems, like an incurable disease, in Chinese agriculture. Party committee and government at all levels have worked out relating policies and statutes; meanwhile, many experts and scholars have put forward lots of strategies to solve those problems and encourage the farmers and they have reached several agreements though there are differences and contradicts. The paper puts the empathy on the study of reasons and countermeasures of the slow increase of farmers and herdsmen's earnings in Inner Mongolia based on the analysis and drawing on the experience of academic achievements on Chinese agriculture. In addition, the paper particularly studies the five developing stages of farmers and herdsmen's earnings in Inner Mongolia, ie., the sustained high-speed growth stage(1978-1984), the fluctuant increase stage(1985-1991), the rising again earnings stage(1992-1999), the obviously declining stage of the growth rate(1999-2003), and the picking-up stage of growth rate(2004- ). By the comprehensive analysis on the yearly statistics, the author points out that the direct reason of farmers and herdsmen's slow increase of earnings is the large amount of farmers and herdsman, single earnings structure, backward...
