| The problems which refer to agriculture, countryside, farmers and husbandry, pastoral area, herdsmen are the critical issues related to development of the Inner Mongolia. It is also the key part of the government's work. What's more, the income of farmers and herdsman is the kernel of these problems, as increasing the income not only can improve their living standard directly, but also can enlarge the rural market, expand domestic demand, which promotes healthy development of the national economy. The rural area of Inner Mongolia has experienced an earth-shaking change through the hard work of farmers and herdsman whose income also kept increasing rapidly since adopting the policy of reform and opening-up,. However, there are some factors, i.e. long-term adopting of the dual economic structure between city and countryside, discontinuous policy on the rural problems, limited resources, unscientific allocation of income, inducing that some of farmers and herdsmen could not enjoy the rapid increasing income, the gap of income between city and countryside becomes larger and larger, and leading to unsustainable developing momentum of earnings.Based on the analysis and drawing on the experience of academic achievements on Chinese agriculture, this paper studies the current income situation of farmers and herdsmen in Inner Mongolia through analyzing the data of the surveys from 1978 to 2009 with the mathematical statistic model. It finds out the difficulties in the income increase and the restrict factors, explores measures to improve it and it also provides some suggestions and solutions. The purpose of this paper is to sustain a stable increasing income, narrow the gap between city and countryside, and achieve the grand goal of comprehensive construction well-off society in Inner Mongolia rural areas. |
