Nowadays the Tendering and Bidding Method is recognized as an important part of Government Procurement System around the world. According to the WTO memorandum, once China accepts the "Government Procurement Agreement" of WTO, we have to invite public bidding internationally and domestically for engineering projects above certain scale invested by the government. The evaluation method is the key to a good and successful tendering and bidding. However, at present, the evaluation method of our country is not advanced enough, and many problems occurred during the process of tendering, this seriously influences the selection of the contractor and benefits of the government investment. In order to fulfill the impending requirements of WTO and accelerate the reformation and development of domestic government procurement, we must strengthen the study of Tendering and Bidding Methods.Among the 4 stages of Tendering, Bidding, Evaluation, and Awarding, the evaluation is the pivotal one to determine the final contractor for highway engineering project. The quality of a tender evaluation depends on whether the evaluation method is scientifically adequate and practical. Such method will eventually determine if the project tendering and bidding is successful for highway engineering project. As corruption always occurs in the issue of "Awarding", it is very obvious that evaluation method plays a key role in corruption prevention.By means ofComparative analysis, combination of theory and practice, qualitative and quantitative study, empirical study and rational study, modern economic theory and management theory;Referring to the advanced experience of Tendering and Bidding Method on the base of precedential study;Aiming at the domestic characteristic of tendering for highway engineering project;Introducing Simon's Bounded Rationality Decision as the guideline;Introducing game theory and principle-agent theory to analysis the tendering and bidding problem;Introducing the Cost-Benefit Analyses of Corruption to study how to reduce the corruption in tendering and bidding for highway engineering project.
