The Analysis And Control Of Unbanlanced Bidding In Bidding And Tendering Of Construction Project

The criterion in valuation of engineering quantity list, which produced by construction department, was brought into effect in July 1, 2003. The criterion indicated that the form of bill quantity in construction project has been changed from total price contract to unit price contract and the form of cost control mode in construction project has been changed from quantity and price syncretism to quantity and price separate . The conversion of form of bill quantity must lead to the transformation of the quotation strategy in bidding.Unbalanced bidding is the most common strategy in quotation of the form of bill quantity, so the tenderee took more attention on how to meet the unbalanced bidding. Combined with several years'experiences in management practice of construction project, this paper researched the related problems of unbalanced bidding.Firstly, the concept and the main forms of unbalanced bidding were introduced, the causes which generated it and the results it brought were analyzed, and the problems which produced during the exercise of unbalanced bidding were concluded. Secondly, the strategies and principles in the process of unbalanced bidding were advanced, based on this the mathematic model was established and a related example was given. Thirdly, the identification and respond measures were discussed and the related legal problems which generated in the practice of unbalanced bidding were researched. Finally, the unbalanced quotation bidding problems in international construction were introduced.
