Research On The Management Methods In Construction Bidding And Tendering

Nowadays, biding and tendering has becoming a key and typical trading mode in our construction marketing. However, because the system of marketing economics in our nation is not so perfect and some dealing in biding and tendering is not standard, it has both theoretical and practical meaning to study the management of bidding and tendering. The paper analyzes the problems existing in our construction project bidding and tendering based on collection researching results both in nation and in international. The research in the paper is as follows:Firstly, the paper states the basic concept and the fundamental characteristics of bidding and tendering, analyzes its present situation and finds out the existing problems. Based on this, the paper analyzes the purpose, the principle and the meaning of construction bidding and tendering. Then the paper introduces the types of bidding and its working procedures and then analyzes the its developing situation abroad. On basis of rent-seeking theory, in combination with our construction marketing and with the method of game theory, the paper also studies the behaviors of rent-seeking, which has influence on the construction bidding and tendering.Besides, the paper probes into the present theory and method of biding-assessment, introduces its procedure and content and puts forward to the idea that the construction biding-assessment should be quantized because the present method is not unified or standard so that it can't show its sprite of equality and fairness and can't prevent the corruption in the construction field. And with the mathematics method, the paper also brings forward the theory of pre-checking the qualification and the integrated assessment models, builds up the biding-assessment method based on fuzzy synthetic evaluation to improve the assessment accuracy and to reduce the subjective random, and gives support for the accurate and standard operating in the construction bidding and tendering. And then the paper gives out the example to prove the theory practical.At last, the paper brings forward the corresponding countermeasures and gives the feasible suggestion for maximizing the rights and interests of both the owner and the construction corporation, according to the problems existing in the national construction bidding and tendering.
