Development And Application Of Management Information System For Quality & Safety Of Agricultural Products In Nanjing City

The quality and safety of agricultural products relates to not only the people health and life safety, but also the national economical development and social stability. It is pointed out in the document of Ministry of Agriculture (No. 15 of 2004) "Work Opinions on Further Strengthening Agricultural Products in Quality and Safety Control " that it should be strengthened the construction of agricultural investment supervising and managing ability through the key points, the routine monitoring ability of quality and safety of agricultural products, and the tracing ability of quality safety in order to increase the ability and level of comprehensive promotion quality and safety of agricultural products in a short time, to guarantees the agricultural products the safety in production. In 2004 Nanjing city is selected as one of the test cities in the project which "not to have the environmental damage food motion plan" initialed by Ministry of Agriculture and started to explore the Nanjing agricultural product quality and safety management information system officially the development and the application work in the same year.Through the preliminary investigation of agricultural product quality and safety management systems of South Korean, the Netherlands and US as well as domestic cities including Shanghai, Beijing and Shenzhen, it is proposed in this paper that a new concept to enhance the quality and safety management of agricultural products in Nanjing city, which takes implements the agricultural product "the ID card" the system (agricultural product code management) as the foundation through building the agricultural product quality and safety management information system and establish the new management way of "the approval output from habitat, the approval entering to market, the anti-counterfeiting stick's traces to the source, and the real-time monitoring".During the design foundation of agricultural product quality and safety management information system based on the construction goal and principle, design mentality and basis, the three kinds of the basic information essential factors including organization, treatment and processing were firstly considered.
