The principle of the public interest has been concerned by more and more people in recent years. The purpose of this thesis just wants to explore the consideration of public interest in anti-dumping, analyze its existed meaning and foundation for making a good understanding of its implication and function. The ultimate goal is to take advantage of it to plead against anti-dumping from outside world and defend for our country's whole interests.Firstly, it focuses on PI as a clause in anti-dumping regulations and analyzes the economic and practical foundations for its existence. Then, it bases on the legislative and practical situations in Canada, the European Community and Japan to make an analysis of its practical meaning and also to give advice on its improvement. Finally, with the above discussions, it makes illuminating remarks on its practice in China and talks about the implementing and developing room from the points of legislation, companies' plea against anti-dumping, trade associations and international coordination.This thesis also wants to enhance its status in the role of anti-dumping, which emphasizes not only its legislative importance, but also appeals for its implementing forces to be strengthened. It concludes as in the anti-dumping investigations, consideration of the public interest gives another perspective for considering the whole, and it can remind the authority in charge of considering anti-dumping not only from the directly affected internal industries but also from the complete industry chain, making a tradeoff between the downward industries and consumers based on the maximization of interests for the whole nation. The result will be expected to make anti-dumping more based and it is also safer in plea against anti-dumping.
