The thesis attempted to apply basic accounting and telecom technology acknowledges, and employed marketing,strategy management, statistics and management acknowledges to mainly analyze five key parts in fixed-line work conversion.Under the long depressed environment of the global telecom industry caused by investment surpassing, Internet impact, customer market and lack of profit, the market of China fixed-line telecom market was influenced so strictly by three special conditions: over-competition, weakly marketing capabilities and slow profit increase, that the trend of development decreased. The fixed-line telecom comparing with common consume markets owned several characters that included high basement investment, low margin cost, long-term capital returning and government ruling, which decided high risks and challenges to run telecom conversion strategy. The thesis referred to experiences of foreign developed telecom operators from different angels in how to plan, analysis, execute conversion strategy and expect to gain beneficial experiences for the conversion of China's fixed-line telecom operators.The thesis was divided into seven parts. To begin with environment analysis of fixed-line telecom operators, it is necessary to ensure conversion by using the product life cycle theory and industry value chain theory. Then the thesis summarized some cases about foreign telecom operators and provided developing vision and conversing process. Moreover, it analyzed conversion strategy and now production of China Telecom Group and China Net Telecom Group. Finally, the thesis introduced conversion risks.
