In the progress of the telecommunication market's opening, the effective execute of the telecommunication price control has attracted more and more interest of the peoples in the field and many experts. The paper's research on the telecommunication price control could be divided into three parts. The first part is the research on these control theories, including the Pareto efficiency, the interrelated theories in the new Institution Economics and the social welfare theories; the second part is the research on the control modes, including the control modes in the U.K. and the U.S.A., and also, this part does the research on the control loosen, then the writer does the interrelated researches on the modes in China; the third part executes the researches aiming at the idiographic instance in the telecommunication market in China, the writer educes the conclusions in the forth part after the researches on the control modes and the institutions evolvement, the contrast of the enterprises, the social welfare and the control cost. Those are: 1. the prices made by government protect more benefits of the enterprises than those of the customers; 2. the price competition improves the social welfare; 3. the price competition improves the efficiency of the industry and the enterprises. As a whole, the contribution of this paper mainly on the following three points: 1. erecting the evaluating standard of the telecommunication modes: the social welfare; 2. evaluating the evolvement progress of the telecommunication market and the price control mode in China and using this standard; 3. putting the advices aiming at the telecommunication in China, that is, for these telecommunication operations which have...
