Comparative Research Of Telecommunication Regulator Institution Between Chinese And American And The Inspiration To The Regulator Institution Reformation Of China

With the progressively integrity of China Social Market Economy System and the rapid development of the telecommunication market of China, it is urgent to take actions to accelerate the reform of telecommunication regulator system and establish fair, clarity, effective telecommunication regulator system. From the global development of the telecommunication regulator, we can see that the establishment of regulator system could affect the development of telecommunication industry closely. The development of industry situation and regular system need regulatory institution to be reformed. And the effective regulator institution could promote the development of the industry. So to combine the realty of telecommunication industry of China and the experience of telecommunication regulator system reformation of other country is necessary to establish the telecommunication regulatory institution of China.After the establishment of Information Industry Ministry in 1998, China has a relatively independent telecom regulatory institution(independent to enterprise). While it has many shortages compared to developed countries. As a developing country, the competition of the telecommunication industry of China hasn't a long history. So we need to make other countries' experience of regulator reform as our reference. The telecommunication regulator of developed countries, for example, American, has rich experience and long history, so we need to study their successful experience of regulator reform and combine the situation of China, it will be very helpful to the establishment of telecommunication regulatory institution of China.This paper is comprised of six chapters. In chapter one, it summarizes the theory of telecommunication regulation. In chapter two it introduces the information about regular's development, configuration and features of America. In chapter three, it introduces the basic information of other telecommunication regulator institution and analyses the influence to regulator institutions of the world while the telecommunication network, broadcasting and TV network and Internet influence each other. In chapter four, it introduces and analyses the basic situation of the regulatory institution of China, and contrasts the regulator system between China and America, and analyzes the differences between them. After that, according the contrast of the shortness and advantages, in chapter five, it gets some idea from the successful experiences of America.
