The idea of full construction of affluent society is a historic threshold in the process of modernization. However, an obstacle before us makes the way to success much more difficult. That is the unbalanced development of Rural-urban economy, which even becomes the bottleneck of whole economic development. To explore a way to achieve balanced development of Rural-urban economy is the major purpose of this thesis. The paper based on thorough and detailed research throws light on the relationship between agricultural specialization and rural-urban balanced development, and can provide the grounds for related policy.Domestic theorists have put forward a basic approach that urban and industry should give supports to rural and agriculture in order to achieve a balanced development, yet this idea ignores the interaction effect of rural and urban. The author believes that"pull force"of urban and"push force"of rural should interact, thus a new"push force"should be explored. This research report is presented with the following chapters: firstly, there is theoretical analysis, which consist of the connotation and denotation of agricultural specialization; the meaning and context of balanced development of rural-urban economy; the academic analysis on the relation between agricultural specialization and balanced development of rural-urban economy. Secondly, there is an empirical analysis on agricultural specialization and balanced development of rural-urban economy in several developed countries, such as US and Japan. At last, a positive analysis on the correlation of above two is presented, which adopts statistical data of 31 province, municipality and autonomous of China and performs rigid calculation. The paper draws a conclusion that agricultural specialization has positive influence on balanced development of urban- rural economy by qualitative and quantitative analyses, positive and normative analyses, theoretical analysis and case confirmation.
