Theoretical Analysis And Empirical Study Of Economic Development Of The Rural Labor

The rural service economy is refers to the economy activities of rural family member provides the fatigue duty for the organizations or individuals outside its family in order to receive income, and the economical activities which impel the development of rural economy. It has speed up with the further development of village reform and the quick adjustment of the village industrial structure. At present, to solve the problem of the "three agricultures", setting up the harmonious society is the most important work of our whole party. The core of the "three agricultures" problem is the " farmer" problem. While, the core of the " farmer" problem is to increases their income. It was improved that, only by reducing the number of the farmers and realizing the transfer of residual rural labor force to the non-agricultural can we make farmers richer. Therefore, how to transfer the rural residual labor force has been a problem which is one of the important factors on increasing the farmers' income. For this reason, we must set out from the development of whole economic society and try to find an effective method to resolve this problem. While the developing of the service economy can transfer a great deal of rural residual labor force, enhance the agriculture labor productivity, and make the farmer richer. Therefore it has the vital significance to construction of the socialism new countryside. Hebei Province is one of the biggest agricultural provinces, and the agricultural population in 2004 is about 53.899 million which occupies 79% of the entire population. With the further development of agricultural productivity and the conflict between increasing rural population and limited farmland has been more and more seriously. There will be 6 million rural residual labor forces in our province have to face difficulty of to be employed. In this position, to develop the service economy to speeds up the transfer speed of rural residual labor force to the non-agricultural production industry has became one of the most important methods to solve our difficult "three agricultural" problem, increase the :fermer' s income, promote the course of the township ,and speed up the harmonious development of city and rural. In fact, from the beginning of reform and open po?ey, the phenomenon of serviceeconomy has already been existing in our province. Along with the development of economy and society of our province, the service economy has verily become a great shining point which can increase the income of farmers. It also could became a main approach to solve our "three agriculture " problem, increase the farmer' s income at the same time.This article uses the related data and the substantial evidence analytical method to study the development of service economy in Hebei Province. The whole text divides into five parts. In the first chapter, I commenced with the theories analysis of the service economy, and carried on with the research about the concept, characteristic and the related factor of rural service economy. In the second chapter, I discussed the reason and the important meaning of developing the rural economy in HeBei province based on investigation and study in villages. In the third chapter I analyzed the characteristic even the origin of rural service economy which Hebei Province presented in the last few years, in the fourth chapter, I analyzed the problems that Hebei Province will be faced with in the further development of its rural service economy. In the fifth chapter, I offered several countermeasures and the recommendations on how to solve all the problems I mentioned in this article including: strengthened the leadership of government, standard the labor market, develop the economy and the characteristic industry in rural places energetically, remove the system obstacle, improve the farmers' own quality.
