Integrated urban-rural development and rural revitalization are major strategic plans put forward at the 19th CPC national congress.Relevant policies and approaches to promote integrated urban-rural development in the new era should be based on the new development concept.Since the integration of urban and rural development was proposed,relevant studies have emerged in a concentrated way.Most studies focus on exploring the theoretical mechanism and practical significance of urban-rural integration,but due to the short time,there are relatively few studies on how to combine urban-rural integration with new development concepts,urban-rural integration measurement and the path to promote urban-rural integration.This paper is a prospective exploration in this field.The first chapter introduces the research background,purpose,method,innovation and shortcomings.The second chapter reviews the relevant literature on urban-rural relations and gives the theoretical connotation of urban-rural integration,which lays the theoretical foundation for this study.The third chapter empirically demonstrates the rationality of the new development concept as the theoretical basis for constructing the urban-rural integrated development index system.The fourth chapter explains the steps of index system construction and gives the concrete index system.The fifth chapter gives the measurement results of the index system,and analyzes and evaluates the level of urban-rural integration development in China from three dimensions of the country,region and province.The main conclusions of this paper are as follows:first,there is a positive internal linkage mechanism between the level of urban-rural integrated development and the level of economic development.The level of integrated development of urban and rural areas in China basically presents a law of gradual decline from the east to the west.This is consistent with the regional differences in China's economic development.Second,the impact of the five development concepts on urban-rural integration is different.As the macro-economy is in an important period of adjustment,the contribution of innovation and opening up has reached a downward inflection point.It is expected to see a new round of improvement with the growth of independent innovation capacity and opening up level.The gradual increase in the contribution of coordination,green and sharing shows that the macro policies adopted so far are of great significance in promoting the integrated development of urban and rural areas.It is reasonable and necessary to take the new development concept as the theoretical basis to measure urban-rural integration.Based on the data from 2003 to 2017,factor analysis method and entropy method were used to measure the level of urban-rural integration development.The consistency of the measurement results of the two methods further verified the rationality of the research conclusions in this paper.This paper hopes to provide theoretical reference and data support for the policy implementation of the new development concept and the improvement of the level of urban-rural integrated development.
