The appliance of competency was derived in the 1950s. The State Department of USA found that it was not ideal to select Foreign Service Information Officers by intelligence. McClelland helped the State Department of USA to design an effective promoting method in measuring the qualities of officers. It is called the competency model. The research on this method is based on the former thoughts and works. It is an effective combination of overseas theory and domestic practice, and it also is a extension of the theory of competency in practice. The purpose of this research is to provide a objective method in recruitment, promotion and training.The main significance of this study is to 1. clarify works and anticipative aim, 2. employ an excellent employee, 3. maximize productivity, 4. optimize the feedback procedure of 360 degrees , and 5. mention that the actions of an employee are coincidental to the strategy and culture of an organization. The methods of research include questionnaire inquiry, talking with experts, talking about actions and using a 360 degree feedback questionnaire.The main innovations of this research are 1. extracting common competencies, management abilities and specialities, 2. describing the levels of these competencies, 3. building a competency model index system relevant to the station of management, 4. connecting the system of engineer promotion and the system of salary or benefit, 5. establishing a grade system for managers in training and determining promotion based on the competency...
