The social pension insurance system reform in China is in closely relation to the people and nation under the background of economic system reform, social transformation and globalization. The social insurance system whose core is pension insurance system is "safe net" of the society. We have all seen the reform accomplishments of Chinese pension insurance system, but the situation is still rigorous. Setting up a new-typed pension insurance system is the key to all the questions, which is also a hot theoretical subject. Realizing the system innovation is the essence of Chinese pension insurance system.The pension insurance fund is the material basis of social insurance system, therefore, the financing and management of the pension insurance fund is an important part of the development and perfection of social insurance system.
